You're missing the point. If it talks like one and walks like one. Then it is one. If someone is going to be something, then live up to the label that person has earned themselves.

A person who cuts down trees is a lumberjack. A person who works on combustion engines is a mechanic. A person who rejects, discriminates or intollerates another individual for or based on their color of the skin(ethnicity) is a racist.

Or on their looks? Lots of ugly people get rejected, but they can't help how they look of course. Calling anyone who rejects an ugly person "racist" isn't exactly correct. Looksist, maybe?

What about women who are turned off by hairy guys? Or by guys who lack hair?

Of course not, even though it fits the dictionary definition, it's an unfair label.

My point is this: I believe the person that hung up on you was racist. Not because she doesn't want to have sex with a certain race, but because she hung up on you. Hanging up on someone is a sign of contempt. Being sexually turned off by a certain race isn't in itself racist in the sense of bearing contempt for a certain race, unless the reason for being turned off itself is racist.

For example, if a white girl came home and saw her mom cheating on her dad with a black guy, it could cause a trauma that might turn her off to black guys. Not her fault, just the result of an unfortunate event which her mind associated with the most visually obvious thing about the man other than he's a man and he's schtupping her mom. It's an unconscious association over which she has no control. If her mom's lover was a white guy with a shaved head, she might then be turned off by white skinheads.

On the other hand, if someone thinks other races are inferior or whatever and that's why they are turned off by them, that's racist, big-time. Judging by the way she hung up on you, I'd say that the latter fits.

All I'm trying to say is that a women who doesn't date black guys does not necessarily harbor hatred, contempt or scorn for black people and on that basis alone, labeling her racist might fit the dictionary definition but the common meaning implies a small-minded person who views black people as inferior so it wouldn't be fair to apply it to her.
