Many possible reasons, most of which have been mentioned. It might not be possible or easy to date, or it might not be desirable, in some circumstances. I’ve been in such situations several times in my life.
And well, we all have a drive…
And moreover, I would add that you can think of some more mature guys who find themselves single. It’s not that easy, after a certain age…

2. What is the most you would pay? Is there a limit?

Yes, of course. There always is a limit, even if you’re a millionaire. I’m one who likes to take my time, so I have paid good amounts of dough most every time I did require such services.

All in all, I think there’s absolutely nothing wrong with it for either part. It’s normal, sane, natural, just an exchange for people in some need on both sides. The question is not uninteresting, but the answers to it seem potentially pretty limited, and generally pretty obvious too.
