The Shah was kept in power by two things:

1) A very powerful CIA created and assisted secret police force, known as SAVAK;
2) Most of Iran's leading Shiite clerics were secretly on the CIA's payroll to keep quiet and not oppose the Shah.

If memory serves, Carter ordered the CIA to permanently suspend payments to the clerics, who then turned on the Shah with a vengeance, thereby indirectly causing the revolution. Carter also ordered the CIA to dramatically scale back its HUMINT capability, which dramatically affected our ability to affect developments on the ground once they started turning against the Shah.

I don't think this plan worked out too well.
