Yeah you shouldn't be able mutilate a child's genitals. Age restrictions should apply just like alcohol ,cigarettes ,voting ,war ,sexual consent, and car insurance.

Are you saying it is 'mutilation' at the age of 11 (when it doesn't happen anyway) but 'corrective surgery' at the age of 21? It doesn't help solve one of then key issues: what to do with a child in distress. Your advice is welcome.
