There's no law requiring her to apologize. I suspect she was trying to do PR damage control because Daniel Radcliffe and Emma Watson were public about supporting transwomen. Because she didn't actually apologize. She merely rationalized her transphobia in a transphobic manner.

You're both absolutely right: she did not apologize. What she did, instead, was double down on her statement by way of offering an explanation. The problem, though, is part of her explanation included reasoning from and links to trans-exclusionary radical feminist ("TERF") writings. (For those of you unfamiliar, TERF dogma explicitly denies the validity of trans identity. And, to that end, many, if not all, TERF writers doggedly insist on misgendering transwomn.) To my mind that means either JKR (1) is, in her heart, transphobic through acceptance of TERF thinking or (2) is shockingly ignorant about trans issues, particularly as they intersect with feminism.

Pardon the double post, but I'd also add that many, if not all, TERF's support the exclusion of transwomen from women-only spaces like lesbian bars/clubs, feminist events, restrooms, homeless and abuse-survivor shelters, female prisons, etc.

The fact that JKR seems to tacitly approve of such a philosophy is really telling here . . .
