At times, probably yes. A typical "sweep" will do this just to discourage the clients from frequenting a particular area. Though such "sweeps" are more of a street action thing.

Escorts, from what I've read and heard, tend to be e targeted by entrapment stings, where the 'client' is actually a cop sent to encourage (But not commit/take part in) the crime.

Then there's the kind of 'law enforcement' that I experienced in the late '70s where you paid your "fine" to the "arresting officer" and the "crime" went away.
