The risk level depends on a lot of different factors. As far as I'm aware there's no documented cases of contracting HIV via oral sex. Other STD's can have a more significant, though usually still low risk.

Assuming you are referring to STD test results, then they are only valid at the time they were done. An STD could be contracted the very next time they have sex, so unless they've refrained from all sexual contact in between testing and seeing you, "papers" are almost completely worthless.
