It's not complicated and there are no contradictions. A chaser is just a fetishist. It's used in a derogatory way because most girls who are interested in men want to be seen as more than just a penis wrapped up in a girl suit.

Don't let the porn fool you into thinking that the girls are actual objects sent here to please your dick wishes in real life... the whole reason we can do it is because of the vast separation in space and time between us and your computer screen. I think we all use it differently, and I feel it's generally derogatory more than actually descriptive. My idea of a chaser is a cad first and a fetishist second, for instance.

When I've heard TSs use it, it seems to mean anyone she doesn't really want to fuck, or anyone she regrets fucking, or someone she wants to fuck who won't fuck her.

I think it just gets thrown around like "asshole" or "dickhead."
