Probably easies to find a Cambodian lady boy in Bangkok. Just such a hassle getting around in Phnom Penh, especially at night.
That said , you need go to the nightlife area where all the discos are , down by the river.
I've heard some lady boys can be found at Pontoon , Oasis and Loco Escort bars.

Btw , if your going to or from Siem Reap ( Angor Wat) and Phnom Penh , take the speed boat , great experience.
Also the roads suck ,especially if it rains ,and when I was last there ,about 6 years ago , there were still bandits on the roads outside of town at night.
