meetup.com/patgirls is a great place to start. WARNING: Most of the ladies are not passable, and many, if not most, seem to prefer women or other t-girls. Also check out Voyeur nightclub. It is the best drag scene, and attracts a lot of t-girls. But, make no mistake, as someone who has spent time in NYC, SF, and LA, Philly is really, really weak.

As for the"scene" itself most chicas here do not generally hangout in the same spot regularly. Your just as likely to find what your looking for at a Flyers Game, or shopping in Oldtown. So my suggestion is to start going out doing the things you like and "meet" someone there.
