Find a local there like a cabbie or a bellboy at the hotel and pay him a few dollars to make the call for you. I did this a couple of times and it worked out fine

there are english speaking trannies in sao paulo and rio de janeiro that can help you, of course you would have to pay them and arrange things ahead of time to make sure they will help you for a fee.

where are you going sp or rio? you should still learn some porto in the meantime unless you plan to use sign language to communicate.

EVERY apartment building I have ever stayed in had a door man. He is not your New York, fancy in uniform, guy, but just a regular guy who lets people in and out of the building and watches out for things. Most know some English so the suggestion is to have him make the call for you. Give him 20 RL for the favor. Also a number of web sites have people answering who do know English plus on at least one you can click a button and it will show girls who speak English and their phone number. You just call. Unlike in the US texting is NOT used to setup appointments.
