Smegma is not a problem for most people with any sense of decent hygiene. That is to say, that for most, it takes WEEKS for any visible smegma to form. If you wash out your foreskin at least once a day, there should be none there; if there is, then one could always just increase the number of times they wash. Though, I would probably see a doctor at that point. I'm uncircumcised, and I've actually never once in my entire life seen smegma on my own penis.
And I also prefer uncut for two reasons. One is that many cut cocks get to a stage where they are cracked, and the texture could almost be described as "rough" compared to uncut cocks. The other is that the foreskin acts as sort of a teasing mechanism, with the way you have to pull it back to "reveal" what's inside.
I couldn't really say which is better than the other, but some other pros of uncut:
-More fun to play with
-More sensitivity
-Penetration is easier
The only REAL con I could see is phimosis ( hardening of foreskin restricting it from being pulled back); though if you masturbate as often as I do, that's not a problem. That maybe that's too much info. :P
One thing I wonder, though: Do uncut cocks produce more pre-cum than cut cocks, or is that just my perception based off limited experience?

Which means... even if a girl with a smegma-cock gets cut, she probably still isn't washing herself properly even after circumcision.
And you don't have to have a foreskin to get smegma. It can build up anywhere that a person sheds skin if they don't clean themselves properly.
