This probability is not correctly computed. You do not multiply the probability by the number of trials. If you have oral sex with one HIV positive person every month for 10 years that is 120 partners. The chance none of them will infect you is (1-.0004)^120 = .9531
Thus the chance one will infect you is 1-.953= .0469 or 4.69%.

Here is another problem. The rate of transmission is based on the probability of HIV transmission when giving oral sex to an HIV positive partner. So the above number would apply only if every partner were, in fact, HIV positive. In reality many would not be.

Well the only thing that could have changed is the probabilty estimated to measure the probability of transmission of HIV in a single oral sex encounter with an HIV positive person. (I say the estimate because the actual probability has not changed unless there is a significate biological difference in humans or the virus than from 3 years ago which I doubt.)
So let this probability be p. Then the probability of (at least one) transmission in 120 trials (oral sex with HIV positive persons) is 1-(1-p)^120 not 120p.
