i think it means...
1) how well the model portrayed interest in the scene and partner
2) what actions the model performed and how well she looked doing it
3) whether the scene in question is one that you want to watch again and again

so....models that give the best performances for me are ones that are into their partner and scene, sell the idea that they are enjoying sex on film for more than just a paycheck, are versatile with positions/poses (not necessarily top vs. bottom but it helps a bit) and provides something that attracts me to either purchase their other work or re-watch that particular scene.

In my experience is that if that's what the producer has to focus on, then it's a major performer problem. If the performer's performance is lackluster than that's all a producer can do to try to make it hot.
