So I'm in an airport in Dallas Tx and I go into a restroom stall.
A guy walks into the stall to my right and I see him wave his hand under the partition in my stall.
I didnt know what to do.
Yeah I know I'm clueless.
A friend told me that it meant the guy wanted to blow me. But I thought it meant he wanted me to blow him.
What's the deal?
What's the etiquette?

I was waiting for a punchline. It sounds like the beginning of a Joke. "A priest a butcher and some guy walk into a Dallas restroom and waves his hand under the stall partition...."
