I think it has to do with the fact that there are two Baron Zemo's in the Marvel Universe world. Heinrich, the son of Helmut Zemo makes it a name issue if they want to make a both.

I think Helmut gets to be MARVEL'S BARON ZEMO while Heinrich will be just BARON ZEMO.

EIther way, I cannot wait to get this set. I am not sure if I will toss Radioactive Man and Baron Zemo in as Thunderbolts or Masters of Evil with my Doctor Doom, Klaw, Absorbing Man, and the Wrecking Crew line up. :)
