You mean petty?...Yes it is. You're missing the fact that it still conveys a mixed sentiment as oppose to whole-hearted indifference. I couldn't care less does not imply that one is void of care completely, it simply says that one is a their lowest point of concern. Where as to say 'i could care less' does not imply maximum indifference and by saying 'I could' instead of 'i do' is suggestive and not directive therefore further undermining the purpose of conveying indifference. I enjoy the sound grammatical use of plenty of Americanisms but this one stinks and needs to go.
