I can understand that using condoms is all about safety. Straight adult films have more or less address that problem by strict testing and documentation. Is there some kind of problem that trans porn can't work something out like testing and such?

If condoms are all about safety, then it must be really damn dangerous to have sex with a transsexual. Something like using your cock to stir up a septic tank.

Only to a degree.
But that is not the main reason for testing.
It's an insurance requirement stipulation for the porn producers.
This protects the Porn producers and their insurance company
and it does minimise risks to the performers
but not totally remove it.
So if you catch HIV on set, the porn producer can say
"We got all the performers tested. We did everything we did to keep them safe"
OTHER THAN ACTUALLY INSIST ON CONDOM USE

Periodically the usa porn industry in the USA, shuts down,
when one of the performers is HIV and unknowingly infected other performers.

I've not heard of an incident like this in trans specific porn.
This may be down to numbers: tranny-porn making up a tiny % of porn shoots on the industry.

I'd get mighty pissy if the government imposed laws insisting Sex Providers use condoms for

If one porn performer insisted on condoms, I suspect that barring a supportive ground swell by many of the other performers,
that performer would find themself without shoots to do.
