how are most of the golden globe nominees each year from movies that have not yet or were just put out in wide release. its all about timing and what's fresh in someone's mind.

That's why its a pre-nomination - just to make a workable list - just so people could suggest potential nominees. The judges will view everything that is nominated. Asking people to pre-nominate something did not guarantee it would or would not be selected for the final nominations.
Also studios and production companies were eligible to nominate their own content.
