It's not an operation, dude - it's hypospadius, a congenital abnormality.

It is a congenital abnormality, but it's not hypospadius. Hypospadius is when the urethral opening is on the bottom of the penis, not at the end. The actual name of the condition shown is "penoscrotal transposition". It frequently occurs along with hypospadius, which is why there are pictures of both on that page. (I realize that on that page, the picure is labeled "Hypospadius", but the picture actually shows penile transposition - look at the other pics on that page and you'll see what I mean.) It's also associated with other nasty developmental abnormalities, so babies born with it are usually in a lot of trouble in other ways, too.

It's surgically correctable.
