As for Cali, I've been there several times and have always felt safe. Like anywhere, you want to take precautions like don't flash a lot of money, try to remain in the company of local friends, keep to the safer more tourista parts of the city like Santiago de Cali. Even so, within the company of friends, I've been to more local areas of the city like Sur de Cali and have attended some very fun parties.
