I've been to Tijuana - oh my god. number 1 for TGs in Latin America (i went about 5 years ago). They even have TG strip bars. Costa Rica is a close second. I don't know much about Brazil - heard a lot of action happens there but never ever managed to even see a TG in Rio/Sao Paulo; similarly heard a lot about Peru and Argentina .. but never gotten too much action there.
