The clip mentions that tabloid magazine show "Hard Copy" which was cancelled in 1999 so that's probably when that parody was made. It also mentions rewind fees, so VHS still dominated the video rental market then.

Yeah, but Mad Max, that's an awesome character. I just watched Mad Max 2:The Road Warrior a couple of nights ago. Amazing film! A gritty template for all action films that followed it.
