I can see that they probably need some guidelines, but tbh a situation like that would have confused me too (and I've worked in the field). Someone that appears male and has male gentilia, then yea most male cops are going to do the search themselves. Also, most PDs do allow you to pat women down for weapons, just generally they advise you do it with the back of your hands and in front of the dash cam in the cruiser.

The rest of it, him acting like an ass, I won't comment on. Some cops are assholes (like any profession), but then again a lawsuit is just an allegation until there has been a trial.
