Acting Essex County Prosecutor Robert D. Laurino announced today that suspects have been identified in two Maplewood homicides and warrants have been issued for their arrests.

A manhunt is underway for Marquise L. Foster, 25, of North Plainfield and Alrashim N. Chambers, 23, of Newark. Foster and Chambers are wanted for the murder of Victoria Carmen White.

White, 28, of Newark was fatally shot on Sept.12, 2010 at an apartment in the 100 block of Jacoby Street in Maplewood. The suspects met White at The 43rd Street Café, an Irvington nightclub. The suspects, White and two other people returned to the Jacoby Street apartment to continue partying. An altercation occurred and White was killed.

Foster is approximately 5 feet and six inches tall and 130 pounds. His last known address is North Plainfield. Chambers is 5 feet 10 inches and approximately 165 pound. He lives in Newark.

Acting Prosecutor Laurino also announced the arrest of John Staten, 30, of Orange for the March 15, 2010 murder of 27-year-old Arthur Downey. Staten was taken into custody on Tuesday.

Downey was found at approximately 7 a.m. unresponsive in bed in his Henry Place apartment by his female roommate. The cause of death was blunt force trauma. He was beaten to death. His 2007 Chevrolet Trail Blazer was missing from the home when the body was discovered. Downey and the defendant met in a telephonic chat room.

Staten was arrested without incident in Newark and is now at the Essex County Correctional Facility. Bail was set at $1 million for Staten. These are mere accusations. All defendants are presumed innocent unless and until they are found guilty beyond a reasonable doubt in a court of law.

A 24-year-old Newark man, Alrashim Chamber, has been indicted in the September murder of Victoria Carmen White in Maplewood. White was a post-operative transgender female who had undergone sex reassignment surgery.

In addition to murder, Chamber was indicted on count of bias intimidation and two weapons offenses. Investigators believe the victim’s gender identification was a factor in her murder.

If convicted of the charges, Chamber faces life in prison. He will be arraigned on July 12.

As one who has worked in Newark, New Jersey (the scene of the crime) for many years, and remembers the riots of the 60's, I have seen lots of changes, and not for the good. Kenneth Gibson (black man) mayor of Newark for 12 years. Sharpe James (black man....who i know personally, and feel he was railroaded) mayor for 20 Years. Corey Booker (black man) mayor for 6 years????

Unemployment in Newark use to be unheard of, when the whites ran things. This past summer, teenage unemployment was near 75%. I remember years when it was less than 2%. In the 1960's do you know what kids where afraid of? Vans from the factories road around town looking for kids to work during their off days. The kids wanted to play, so many would hide...now the kids hide for totally different reasons.

What good has near 38 years of black rule brought the City. Anything positive that you would like to add? The black leaders did not protect the business owners. They left in troves, never to return. During the riots, the blacks burnt down black businesses, not white businesses. There were many instances of black kids destroying their own families' business.

I don't have the answers. I am not in charge, and as you reminded me, I am a punk. But maybe, just maybe Zuckerberg should be giving his hundreds of millions to the familes, so they can get on their feet, rather than to the board of Ed. My original post was not intended to be taken 100% literally. It was tinged with sarcasm, so it would flush out opposing views. However, except for you, none of the others have given their view of prison. Liberals and conservatives both want to destroy the prison industrial complex, however their reasoning may differ. Prison is not a picnic. MY wife use to teach in prison, and was a support member of the originators of the "scared straight" program. So I am not totally ignorant. My issue is that I don't know what prison is suppose to accomplish. It is not a deterent, and except for child murders and crooked cops, most inmates have a relatively uneventful stay. Hmmmm from reading a lot of sites, Victoria didn't tell the guys that she was a TGirl up front. Correct Yvonne, there was absolutely nothing racist about my comments. I was profiled, called abusive language, then threatened, that my interest in this site would be revealed to my wife, employer and children. In the case of Giovanni, I attacked his ethnicity, not race....only after he wished that I kill myself with a shotgun. I was subjected to a good oldfashioned high tech lynching. I will honor the memory of Victoria in two ways, by attending her trial and, as slinky once said.....going dark.
