Well that article does tell you where and by whom. But who is benefitting from it? Hrmm, lets give the dose to Gays in the biggest city of the world, and some poor people in the 3rd world. What is the connection and who does it benefit. Or is that answered and I didnt notice?

I've heard of this before. I am unware of the current status. But, whether true or not - it does not stop the spread or offer a cure.

The gov't will be able to maintain plausible deniability. You don't run a project like that (assuming the allegation is true) without protecting your ass.
