Its just that some Americans don't really care about veterans, so there's little outrage when the VA system does something unethical to them.

How many stories have we seen since 2001 about the VA system's problems? From stolen laptops full of SSN's to consentlessly giving veterans experimental psyc drugs to see what will happen when all they really wanted to do was quit smoking...

The VA system was the first thing to get cut in budget crunching to pay for the war in Iraq. Instead of having easy access, we've been closing VA hospitals.

Are there people there who care? Absolutely, but they're in a broken system that has some major, major flaws. If that's the quality of care we can expect for our veterans, then what are we looking forward to for normal every day civilians?

If we really are to take health care seriously, you'd think we would start with the people who were originally promised it.

All this is true. So why then isn't there a clamor to turn the VA functions over to private practice? The problem is the government can't legislate competency. Perhaps the solution is to train and hire more doctors, nurses, ancillary staff by lowering the requirements somewhat. There are plenty of unemployed looking for work.
