Yes, saliva can transmit Gonorrhea and also Clamidia however kissing would not do this. If the condom covers the head of the penis blocking the urethra then there is no issue of contamination.

I have had clients who are extremely anal about STDs and some go through extensive preparation to make sure to minimize any possible risks.
