Pretty much. Many areas tend to take the position that, to show any more than that (i.e. taking off the panties), clubs have to relinquish their alcohol licenses and become BYOB.

As it is I can think of a lot of places that don't allow bars with liquor licenses to let their girls show their breasts, unless they wear pasties (under food safety concerns, due to the possibility of lactation getting in contact with food or drinks).

High cover charges and drink sales for sure. Not many clubs have gift shops or mementos for sale to generate money otherwise, other than the occasional t-shirt or bumper sticker of the place. ...I've never heard of BYOB offered as an option. At least, not here in southern California.

Dayton Ohio's outskirts circa 1994 had T-Girls infiltrating some of the strip clubs.
