With the mixing of ethnicities (purebreds are increasingly uncommon), and with ethnicity such a societal construct anyway, I doubt that it is anything genetic.

If anything, it might relate to certain foods particular ethnicities eat, or perhaps even poverty, which unfortunately affects some ethnicities more than others, and which might prevent people from getting good dental care.

On the other hand, I agree that there are gender-based differences in breath.
