The GroobyVOD.com (which is Hotmovies) appears to only have it for rental on different times but AEBN.com allows a download which you can keep.

Personally, if it's available on DVD and not just clips it's probably a better option to buy the DVD than the VOD but many people want the convenience of instantly getting it.
We'll be having our own in-house operated VOD sometime in 2009.
