Is there a way to change documents to female w/out srs

yes, there is. Especially if you are passable and go into the DMV they will just put the sex they assume you look like.

Probably can still be done, though perhaps things were eaiser (not that they were a sure thing), pre-9/11/01.

Remember if the Real ID Act comes into force, states are going to have to verify all information, including birth certificate, so the thing may be a moot point.

Also consider if one is presenting state or local ID that says "female" and is either obviously or later discovered not to be the case, there can be reprecussions. Recently a trannie was fired from her place of employment for "lying" on her job application regarding her gender. She is suing, but not sure of the outcome.

If one wishes the ID for say things such as traveling by airplane, there are new scanners that can see "everything" beneath one's garments. So presenting ID that says female and the scanner shows something different can cause problems. At the moment there is not a set policy regarding trannies in such situations, and there have been a few problems reported.

In most states and jurisdictions you may have your name changed on
your birth certificate and other identification subsequent to a court order
changing your name.

Additionally some states are omitting gender designations on their
identification, though some states, as well as some countries in the EU
and Latin America are allowing pre op transsexuals to have an F on their
identification. However others will require written proof of GRS.

For purposes of amending your birth certificate or your passport, you will
will need proof from a surgeon to have the gender changed, and if you
desire your name changed you must submit a court order.

The following is for Alaska specifically:

Alaska

Alaska will issue an amended birth certificate noting change of name and
sex. You will need an original or certified copy of the court order for the
name change, and an original or certified copy of the letter from your
SRS surgeon.

I dont know about in the states but here in the UK

you can have everything changed even if you are pre-op

all my documents are F and I have no plans on SRS surgery

you need letters from your GP and Phyciatrists etc...

Great info all. Ok, let me further complicate things. What if she's not a US citizen? What's her "roadmap" to getting her documents changed?

I have my state id and social with a name and gender change, my birth certificate has just a name change. It didn;t reaally matter becuase before the name and gender change, I was still perceived and treated as a woman where ever I went

If the person is not a United States citizen, then applying for federal ID such as a passport obviously a moot point. As for state ID such as a drivers license, that is going to depend upon what sort of papers the particular state requires.

Just for the record, there are usually two types of ID papers requested, proof of idenity and proof of citizenship. The former can be any list of documents, the later is a certified birth certificate, and vaild US passport only. In some instances a vaild US passport will suffice for both.

IIRC some countries are issuing ID documents to their nationals living in the United States, regardless of their status. You would have to contact the local embassy or consulate for whatever country your friend comes from to obtain that information. If the document is a birth certificate issued from a different country, IIRC the government requires it be a certified translation into English, if not already.
