It's a common enough condition, but it's not "normal", in the sense that the foreskin should be easily retractable.

If you can't retract it all the way, you can't clean it easily for starters.

A circumcision would help, obviously, but might be a bit of overkill.

There are foreskin stretching excercises and tools you can use, which can enlarge the foreskin in weeks. Google or a good doctor is your friend in this case.

I also understand there is a milder surgery than full-blown circumcision that can correct that problem, but you'll have to do more research yourself.
