At any other time, under any other administration, the DOJ would have no choice but to launch an all-out investigation of these monsters. Bush's tame AG Mukasey will no doubt swallow his integrity yet again: "Nope, nothing to see here, go back to shopping and watching American Idol."
Certainly history will view the Bush years as the darkest period in American justice since the McCarthy hearings.
