They appear to be Cutaneous Horns..
My personal theory is he had the mutation neccasary for their growth but it wasn't till he caught Leprosy that his genes kicked in.
Looks like the same guy

And they appear treatable. Though to what level you can judge..

He has a 15 and 16 year old son and daughter respectively, imagine not being able to touch them. Kinda puts your problems in perspective. I just hope there is a charity researching cures or help.

I don't want to go all emotional but it is pretty fucked up. It definately does put your problems in perspective. Hope they find a cure soon.

It's caused by HPV and a genetic defect in his immune system.

This has been around for a while now. This was one specific eastern european guy and you showed the photos at it's worse. Essentially what you see is an odd hardening of the skin, much like nails over his hands and feet:

For what I undersant, it's an unfortunate anomaly, non-contagious and more similar to hair, than anything...

Something to this effect often times happens in those who are pre-diabetic, although to a much lesser degree, you will often see people with diabetes who had odd discolorations, or even sometimes nodes similar to moles on their necks or extremities, this is usually just a hardening on the skin.

Those photos are by far the worst I have ever seen of non-cancerous growths.

Elaphantitis is a separate condition. Thats like calling Eczema dandruff.
