Ever heard of Androgyn Insensitive Syndrome? An XY fetus lacks the androgyn receptors for androgyns enabling it to develop male genitals and any secondary male characteristics. The fetus is typically born with a vagina but no uterus or ovaries. I have met women who were xxy genetically with both male and female characteristics. Including a penis and breasts.

I'm afraid that the notion of gender as we wish to think of it doesn't really exist, except in the minds of those too shallow or too limited to think beyond a penis.
