some kind of waitng period should be applied,whether it is 14 days or 7 isn't the important thing.

by having to wait the spammers will not stick around ,they want to come right in pop in their post and be done with it

anyone who really wants to post ligitimately will most likely understand and stay around so they can post after the required waiting period is over
