I don't think you're taking a very representative sample.

I think the only reason estrogen could shrink a penis is due to the inhibition of natural testosterone. Estrogen has strong growth factors so maybe if a TS is taking estrogen but not so much to dramatically decrease natural testosterone, then the combination of estrogen and testosterone(especially DHT) then it may cause penis growth.
Studies on rats have shown that estrogen increases fat deposition in the penis.
