Kelly, just open the image up in an editing program (even Paint will do). If you're using Paint, go to the toolbar above the picture and choose Image->Stretch/Skew and then define change Vertical and Horizontal to 60% or whatever. In Microsoft Photoeditor choose Image-> Resize. You don't need complicated software.

Then just post it somewhere in a thread and choose the image's URL as your new avatar.
