A true hermaphrodite requires that not only are both types of gonadal tissue present, but that both the testes and ovaries are functional. To date, while the literature is littered with pseudohermaphrodism where one type of the gonadal tissue is functional and the individual expresses both male and female external genitalia, this does not really count as a hermaphrodite.
