I wanted to know what precautions I should take before I meet with a transsexual. Is it possible to get really bad diseases from giving/recieving oral? I know for sure that I have to wear a condom for anal, but what about oral. Sorry, I am not very good at this subject.

The potential is there to get any diseases you can catch through anal, through oral also. The only way to have absolutely safe sex is by not having it. You can minimise risks by wearing a condom for oral but make sure you change the condom before having penatrative sex.
Don't brush your teeth before or after oral as you can cause gum abrasions - use a strong mouthwash with antibacterial properties instead. Wash your hands and genitals before and after sex with antibacterial soap also.

The risk whether to have oral without a condom (given that you've found someone to do it with) is up to you, check that there are not cuts, sores or abrasions on your partners genitals and ensure you have none on yours.
It's is hard to catch HIV through giving oral and harder to get it through receiving it but there are other STD's such as HPV, herpes, Hepatitis etc which you could potentially catch.

Please just use sensible precautions and if something doesn't feel right, then don't do it.
