This seems to me to be a minefield. Where does 'systematic' doping begin and end? So many people in sport take 'substances' to stay fit, improve their performance and so on, one wonders if it matters if they stray across a line and take something banned, and individual can take drugs on a systematic basis, it need not be confined to a team. I expected the Jamaican athletics team to be punished like the Russians a year or so ago, but they were not, and I can't prove it was to protect Bolt to ensure this money-making machine appeared at the right events. In the end one becomes quite cynical about it, but though there is still some enjoyment to be had in sport, it comes with a warning attached.

have always thought that they should legalise performance enhancing substances, but everyone had to declare if they were on drugs or not.
only those who claim to be clean get tested, then leave it to the public and sponsors to see who they want to support.
while i would like to think that fans and sponsors would stick to the clean ones - i suspect very soon they would just go with the winners,
