It's ridiculous and I hope they get crucified. Problem is, some genetic women will actually be happy about this, so that's a problem for them.

I had an issue sometime ago with a facility, keep in mind it does say female on my state ID, and I complained up the line to their corporate headquarters in till I got a resolution I was satisfied with.
It had really been just an issue with two employees at that location, and I don't think they work there anymore. I am still a client.

I expect to get some blowback on this but here goes:

Discrimination has to do, or should have to do, with issues involving access to housing, healthcare, education, employment, and the like. No one should be denied these essentials based on their gender, sexual orientation, religion, race etc.

A spa catering to genetic females with a 'bathing suit optional' policy doesn't (or shouldn't) fall under this category.

When the OP initially posted the story, I read it but wanted to gather my thoughts first before giving my take on it. I came to the same view that you did. I think the mistake the spa made was not making sure their policy wasn't fully known beforehand.

If the spa had a "mandatory bathing suit policy", then I think it should be open to transsexuals.
